Which chargers have these features?

Looking to buy a decent battery charger with the following features...

• 4 bays
  
  
• Fits 21700 batteries
  
  
• Allows 1A changing on all 4 bays (but 1A on only 2 bays would be acceptable).
  
  
• Can charge up to a particular voltage set by me and stop there
  (ex: I can set it to charge a battery to 3.7 volts instead of full charge).
  Preferably independently set on each bay.
  
  
• Can discharge down to a particular voltage set by me and stop there
  (ex: I can set it to discharge a battery to 3.7 volts).
  Preferably independently set on each bay.
  
  
• Measures battery resistance (optional)

Must have all features above.

I know that the SkyRC MC3000 can do all those requirements and more @UncleJunkle.

They're far from cheap, but are a solid charger from a highly reputable company.

Why would you want 1A charging when you could have 2 or 3 amp?

dont know of any names or models exactly but I believe that there are some "battery maintainence" modules used in the RC electric hobbies venue that are fully programmable and would meet your requirements, but be prepared to spend a couple of hundred $... they arent cheap.

What about the Opus BT-C3100? Does that allow you to charge/discharge to a certain voltage? I'm not 100% clear on it's capabilities.

Because batteries are supposed to last longer the slower you charge them. I'm not an expert, though. I just listen to what "they" say.

My Efest LUC 4 charges up to 2 batts at 2A, but I never do it. Always 0.5A or 1A. 1A is plenty fast for me...so is 0.5A if not in a really big hurry.

You cannot set the end voltage like that on the opus.

@Mooch has tested popular chargers in the Batteries and Chargers sub-forum here on ECF. A lot of good information there from someone who has put those chargers through their paces and evaluated them from an informed perspective. Well worth your time to take a look at his analysis and conclusions about those chargers before pulling the buy trigger.

SkyRC MC3000. It does much more than what you asked for, but also it is the only charger AFAIK that does what you asked for.

Looks like the SkyRC MC3000 is going to have to be it if I want to program charge/discharge limits. A bit more than I can spend now, but will keep it in mind.

Any other suggestions are welcome.

My latest charger buy is the MiBoxer C4. Right now I have 3 26650's in it that I use in my flashlights. The C4 can only charge 18650's simultaneously in 4 bays at 800ma. My LUC v4 can do 1A across 4 bays with lithium cells.

What I like most about the Miboxer is that it reads internal resistance consistently. Other chargers I own seem to flip around and don't read IR with any sort of accuracy or repeatability. IR is a good indicator of cell age and condition. The MiBoxer also has a very good LCD display that shows info on charging progress for all cells and the ability to easily change the screen to show what you want to see.
