From least to most, in my view:
    3. It might not be safe(r).
    2. It might not work.
    1. It might work.

There's also the biggest excuse to not try vaping, or any other assist for that matter:
    1. I should just quit.
(and everyone I know that said it is still smoking, even the one that quit with Chantix for a while)

Nice. Some very good points you make. I'll just copy my comment from there...

I don’t know what the reason is. Maybe because they’ve heard from others that the cigalike kits didn’t really work. Maybe they don’t want to invest the money into something they aren’t certain will work. It could just be the reliable fear of the unknown. Or maybe they just aren’t ready to make the commitment and really quit.

Roads? Where we're going we don't need roads.

Wow. "It might work." is one I really didn't expect, but it seems to be one of the most real ones I've heard or sensed. My boss often says that some people just don't want to quit...and that you have to want to quit. I think that's pretty legit. 2 Legit 2 Quit. (I couldn't help myself!) :p

Not to keep up this idea that you're predictable, but I knew that comment was from you when I read it (because I know your top-secret real name). It seems the main POV is that most people aren't really ready yet. That's a good point and one I somehow didn't think of!
