I'll never travel to any nation where it's legal to smoke but not vape regardless of penalties or whether enforcement is strong or weak. A vaping ban would be used to extort money from vulnerable travelers, may be at the border, more likely by local units of government somewhere in the country.
It would be fascinating to travel to a place where neither tobacco or vape stuff is available. There's no risk of relapse if there's nothing to smoke, but, show me a place where it's impossible to buy tobacco.
