So I have noticed, specifically the Marine Corps that you are not allowed to vape unless you're in a area where smoking is allowed. Which means no indoor vaping, what could possibly be the reason why smoking and vaping are considered the same?
Maybe people do not like inhaling an addictive poison. Many vapors use nicotine in their juice and nicotine is known to be addictive and it is a poison.

Army, Navy, Marine Corps, and Coast Guard policies are all dependent on each Commanding Officer. The Air Force on the other hand changed their US Air Force Instruction (AFI) 40-102 "TOBACCO USE IN THE AIR FORCE" about two years including electronic cigarettes. It could remain this way for sometime unless some e-cig users force the hand of leaders to include electronic cigarettes. It all comes down to appearances. Try as hard as you might, vaping will never LOOK professional, and while you wear the uniform, you are expected to appear in the utmost professional manner at all times.
