Clinical trials is a way to kill something. If you don't own the patent on the product and anyone can produce it, why spend huge amounts of money to pass trials. This is why herbal remedies work well for some conditions, but can't claim to treat anything. Which is ironic considering the number of medicines which were originally extracted from plants.

If someone has a few hundred million lying around and is willing to put e-cigs through clinical trials for no reward then go for it.
