There are three groups of people who might be interested in this:
1. Ecig-using chemists who might want to investigate the various issues. If e-liquids are banned in some places then many will want to try this. If safer methods can be devised for them, it would be helpful.
2. VG-only users in a small country where it is not possible to buy tobacco flavor that is not PG-based. As it is cheap and simple to extract flavoring from tobacco, and a fraction of the cost of shipping even a small bottle of flavoring, it seems reasonable to do so provided that safety is observed and the correct methods are used. Extremely small quantities would be involved.
3. In some countries ecigs and/or eliquids are banned and one way around that is to make your own refill liquids. There may be dangers but they are probably not as substantial as going back to cigarette smoking since there is a known one-in-three chance of early death.
