Wicking problem with Boges in a tank?

I don't know why, but it seems as if the juice isn't being fed in my boge. I use 3 good sized holes (2 and 1/2 turns on a COV punch), and am using a 35vg/65pg juice. My previous cartos all seemed to die a premature death with the flavor diminishing at after only about 7-8 mills of juice through it. The top of the poly fill always looks somewhat dry, and sometimes even white despite using a colored juice, so I occasionally drip some juice in there even though the juice is being fed through the tank. I do prime often as well.

What tank are you using?

Sounds like your tank is holding a vaccuum and not letting air back into the tank hence no juice coming out to wick the carto.

Depending on the tank, you might be able to loosen up the top cap and see if that improves the juice flow. If you can't take the whole thing off your PV, put your finger over the bottom of the carto and "gently" blow into the carto. Now set it aside for a few minutes and see if the carto get's saturated with juice.
If it's a clear tank, can you see bubbles coming out of the carto to replace the juice the carto is drawing out?

Yeah, I prime it the bubbles flow up. Though I do still suspect a wicking problem. I also had a feeling it could be the pressure and vacuum problem you were talking about, so occasionally I would push the carto into the tank to let air in the tank (don't know if that even does anything for vacuum and pressure). But I'll try what you just suggested!

EDIT: after taking the cap off and vaping a few puffs, my carto flooded. I guess the vacuum is the reason for the juice not flowing?

That's it, if air can't get in the juice can't get out.

You might try using a dremel to slot your Boges in the future, I don't know why a slot would work where a punched hole doesn't but maybe the filler is compressed tightly around where the punch is.
See if you can find a long thin piece of wire, something like a small paperclip might work, and reach down into the filler where the punched holes are and see if you can gently loosen up the polyfill.
