That would mean adding 5 percent flavoring, and the remaining 95% would be your nic base and whatever percentage of pg/vg you need to make to your final target nic content. In practice, I tend to use between 10% and 15% of the TFA flavorings sold by Wizard, but I like strong flavored juices and 5% is a good starting point. You can add more flavoring later, and adding flavor is easier than diluting.

You can put in percentages, target nic content from your base, and percent pg/vg and it gives you an exact recipe.

Personally, as a general rule of thumb, I like 10% TFA fruit flavors with 5% ethyl malto.

TFA Tobacos, generally 3-4% with additions on top of that.

I am totally experimenting today with blueberry extra and Virginia Flue Cure. Strawberry with Virginia Flue Cured.

Ry4 with ethyl malto, graham cracker and vanilla and caramel.

555 with acetyl przdyl [spelling?], honey [not too much as that is easy to overdo], caramel, and whip cream [I like that one and am playing with percentages].

One more thing. When you say 10% flavor if I'm mixing two flavors is it 5% each or 10% each

I would do 5% and 5% on two flavors I thought would be well balanced like apple and strawberry.

If I thought one flavor would be weaker like cantaloupe compared to strawberry I might try 6% and 4%.

I definitely try to keep my juice at about 15% or less of the total since, at some point, it would be all flavor and no pg and vg:) I know that pg and vg have been extensively tested for inhalation but the flavoring is another story. They mostly haven't been tested on vapers. I'm just being prudent.
