Yellow banner doesn't show when viewing a forum or a thread etc.

The yellow banner appears when viewing the list of all forums - but not when viewing the topics in a specific forum or when viewing threads, profiles, etc.

I've tested this on 2 wintel OSs - XP and W7 plus several browsers, and it appears to be consistent.

Is this a bug or a feature?
