FDA Regulations but New Ejuice Lines?

So I know Aug 8, 2016 there was a new FDA regulation rule that passed preventing new ejuice companies from releasing new flavors or juice lines.

I can't help but notice all these new ejuice companies still popping up everywhere and even changing labels/logos etc.

Am I missing something? Did the law change? Has it become impossible to regulate? Any knowledgeable info is greatly appreciated.

Apparently, our OP has "Moved On," but I found the question intriguing. I found one sort of answer over at Vape Wild: they did a lot of limited release recipes before the cut-off date, so they have a large stable of stuff to trot back out from time to time. I remember they had a huge menu when they first started out, and were frequently putting out new stuff.

Not sure how "new" e-juice sellers are getting by. If they're in compliance, I suppose they're also selling stuff that was on the market prior to 8-8-2016. Otherwise....
