Put a really nice slot in those Boge Cartos with the Dremmel, I make mine 1/8 wide x 3/8" long Slot and do 2 of these slots and I never have a wicking issue usinga thick VG Juice, though I rarely use a carto anymore but doing them like this they keep wet, take a pin and make sure the corners of your slots are open also by pushing any thin metal left from the slotting of it, even take your pin and make sure you can push it into the corner and make sure there is a small opening in between the filler and the metal in the metal corners. Depending on the juice start with one slot, if its not enough just pull the carto and make a second slot.
To many people run there cartos with a small punched hole with VG Juice or thick juice and the carto runs to dry and they burn up to fast this way, slotting them like above insures they keep nice and wet and will also net you more flavor.
On DC Cartos I prefer small holes and use the dremmel but only make a score into the side of the Carto wall not going all the way threw, just a deep score into the metal carto wall, then I take a sharp needle and hold it with a rubber jar opener or something that allows me to grab it really good, then turn it into the scored carto wall while applying very little pressure to make a small hole. I usually start with 2 of these and if need be go to 3 or even 4 at times.. Seems for some reason with the DC Cartos these smaller holes work better and on the Boge style making the bigger slot in the carto works better. Remember make 1-2 of those nice slotted cuts with the dremmel on the Boges when using a thick VG juice and try these smaller holes and as many as you need on the DC Carto's
I'll post a picture of how I do a DC Carto below,
