Question: Some of my 18650s are starting to show wear on the wrapping. A nick here or there, minor peeling on the ends. At what point are they unsafe? I use regulated box mods. Voopoo, Ileaf, joyetech Espion. Thanks!

Just what Punk & Bomb said.
Even in regulated mods cells can and will short out when any part of the metal cans touch each other directly.
No chipset can prevent that.
Apart from the raised nipple at the top, the entire casing is the negative terminal. Even a tiny tear can be potentially dangerous. See the link below for instructions on how to rewrap and links to wrap suppliers.
As mentioned wraps are very inexpensive – good idea to purchase a surplus of them so you always have spares on hand. Also, a good idea to purchase a surplus of insulator rings for the positive side of the cell in the event they become damaged as well. Again, very cheap.
On Mooch’s recommended battery tables there is a list of battery vendors that sell both wraps and insulators. Or if you have any vape retail outlets local to you, inquire.
If you want to mark your cells with additional info like pairing and date for example, it might even be a good idea to double wrap them with a second clear wrap. If it's not too tight a fit in your mod, that is.
