Yes, anything below 1 Ohms is sub-ohm.
I'm assuming the Segeli 20 is a fully regulated
mod, so you should be good to go on safety. Just make sure you're running a quality High Drain battery (IMR, or some of the high C rated hybrids).
With a regulated mod, going below 1 Ohm probably isn't necessary, in fact it might waste some heat 'bucking' the voltage down a bit to get it 'down' to 18.5 watts until the battery drains a bit, but it's nice to be able to do it
Example:
With a fresh battery on an unregulated mod...
A 0.6 Ohm atty would do around 29 watts.
So, a regulated mod is either going to go into a bypass mode and give you 29 watts, or it's going to buck voltage down to 3.3v to get it down to 18.5 watts.
If it's 'bucking' that much, then you're possibly wasting some energy in a heat sink (if it's fully DC-DC and not pulse modulated).
With that in mind...check the manual of your PV. See if it 'bucks', or just goes into bypass mode.
If it 'bucks', then building sub-ohm
coils is pretty needless and may even shorten your vape time between battery charges.
If it goes into bypass mode, then going sub-ohm can help you get more than 20 watts out of the PV (if it doesn't back off for amp limits of some type).
