Addictive?

Many, many States have Lotteries - some States join in unison for Mega Lottos. Is gambling addictive? Can it be addictive? IF, By any chance playing a State sponsored Lottery could be ADDICTIVE - then should it be allowed to continue? Hey, I'm only asking.....

It is addictive to gamble, but it's not illegal because money for gambling goes to the state, or the race track, or casinos... they wont make that illegal.
