The author lives in India and I suspect that the article was written with that perspective in mind.

There would quite possibly be negative ramifications to conspicuously vaping in many public places, even if said activity didn't actually violate the applicable no smoking ordinance or law. While many would argue that you would potentially be educating others about the relative lack of harm of vaping, it is just as likely that you would be helping to facilitate the addition of vaping to the list of prohibited activities under the existing applicable no smoking ordinance.

Tact and common sense are good. For example, I would never start conspicuously vaping in a restaurant or other private business that didn't otherwise allow smoking without checking with the manager first.

Of course, the good news is that vaping can be done pretty inconspicuously just about anywhere, even if it means retreating to the nearest bathroom stall.
