Is that the Nitecore charger and Panasonic batteries or something else?
No, and No, it's a generic, no name charger. The Batteries that come with it are also generic 900mah (Mine tested at a bit over 700MAH each

) Made by D.K.L Battery company, Shenzhen China.
I also bought some "UltraFire" 1200MAH 18350s at the same time from FastTech.. they tested at a bit above 990MAH when fully charged and two of the 6 batteries I ordered was defective out of the package (Two different packages, 1 dead cell in each), they feel like the cell is disconnected internally as they "Rattle" when you shake them, the others felt solid. One of them reads 0V and the other sometimes gets a hit at 2V but won't maintain that for more than a second. I've managed to kill both the Ultrafire and stock batteries inside 3 hours running single 18350 mode, recharged them and ran in dual 18360 mode for about 7 hours.. I'm a moderate to light vaper. The charger that came with it is actually pretty quick, only taking about 3 hours to charge them.. I'm gonna put it in a drawer and get some real AW IMR batteries. I just don't feel safe with these little bomblets in my home.
In short, Order batteries you know you can trust and a decent charger if you order from FastTech, it's wasted money to buy the kit or batteries from them.
Edit:
Oh, I used to race RC cars, Lithium batteries are all that we use and my charging equipment does a really good job of detecting these and charging them, not sure how many amps they can take at once so I charged at 1A and they seemed fine, didn't get particularly warm, which makes me feel like they could maybe handle more but I'm not willing to risk it.
