I've seen the "TobaccoFreeCa" tone change lately too. They have switched from boldface prejudice of minorities, to flattering them for all they're worth. White man (ANTZ) still speaks with forked tongue.

The Federal Government appears to be pulling some dirty tricks as well:

The Centers for Disease Control and Prevention (CDC) has a fund called "Communities Putting Prevention to Work" (CPPW) which it uses to support 50 community programs to tackle obesity and tobacco use. Didn't they get already get slapped on the wrist by ?Congress? over using federal funds for lobbying purposes? I thought those efforts were shut down?

When the sin tax was first applied economists warned that if the money raised from it was for anything other than health problems associated with the particular subject of the tax the government would become dependent on it. If they keep them related and people cut down on smoking then less money is needed. If they use the funds for something else it creates a situation where the government does not have a true incentive to eliminate it. It was suggested at the time that for other expenditures they needed the source to be from someplace else to avoid this conflict.

What is the government funding with tobacco taxes. Even if it is worthy it probably should have come from another source.

This is the nasty little secret governments at all levels don't want to talk about. On the one hand they make noise about encouraging smokers to quit, while on the other hand they *need* tax revenue from tobacco to fund non-tobacco related programs like eduction and health care. In some instances, some localities even need tobacco tax revenue flowing into the general fund just to keep afloat.

That was for using government funds to pay lobbyists. I consider this lobbying, too, but the government might not.

Thanks for clearing that up. So evidently it's okay to use government funds to encourage the same efforts/results that lobbyists do (sort of eliminating the middleman...?) Oh wait, when the government does it, it's not lobbying?

In his testimony, Stier encouraged council members to think twice about whether it is in fact "prudent" to extend New York City's ban on smoking in public places to include e-cigarettes:

I would caution you that this is not the prudent thing to do. The prudent thing to do here is to help cigarette smokers quit. Rushing to judgment here could have serious, unintended consequences that you need to be aware of. It will stop people from quitting smoking. E-cigarettes are not a gateway to smoking. The data does not show that. E-cigarettes are a gateway to quitting smoking.
