It’s going to vary from area to area. That used to be a standard thing for selling to minors. It may even have been what happened in this case. Age stuff is federal but can be tightened by more local law (state, county, city) and the FDA may be the one doing all of em. There may also be new federal restrictions. I don't keep track. I don't anticipate federal restrictions in the near future though. Far future yes, near future no.
