Cheapest VG/PG is lubrisolve, classikool or astor & wi.
You requested best base in EU, then in my experience, the best EU VG and also nic(sorry, don't like taste of PG so don't know), is pink-mule in spain. They use chemnovatic nic up to 100mg and no water in VG. There VG is the best i've tasted and very thick. That VG is amazing unflavored(deep/rich/just-great-tasting!), but you probably won't notice in flavored liquids anyhow... It's made by a small 100 year old spanish family company named ceras-expres, also called productos-expres. It's the most expensive also because only available in max 500ml bottles from pink-mule, so no bulk discounts. I have an 8% discount-code for pink-mule though to supply, but that's easy to find also...
From the cheaper VG/PG, I didn't like lubrisolve very much. Its OK, but is pretty thin and has a slight sourishness in the sweetness that's slightly annoying to me. Classikool, a little more expensive, is thicker and tastes better and cleaner. Astor and wi, I didn't test as shipping to denmark was too step...
After pink-mule's VG and nic, then a close second in terms of VG, is from inawera and cheapest is e-aromashop.com. It is thick also and has slight flowery aromatic notes in addition to the nice sweetness and tastes a little of a dark forest honey or maple-syrup. It's made in sweden for nestle btw for use in food-products(but is USP/EP in addition to E422 food-grade). I don't know, but maybe its from palm because palm-oil is said to have floral-notes, but never tried palm-oil. I've never had such notes in any other EU VG. Most EU VG is rapeseed/mixed often. Again, flavored liquid, or not good palette and it probably doesn't matter which you use, as long as it's USP and/or EP... Chemnovatic's VG from molinshop is good, but not as good as inawera's imho.
