Yes, all you need is VG or PG (propylene glycol).
You would add your own flavoring to that. You will probably have to thin the VG out a bit as it might be too thick on it's own. Distilled water and/or PGA (pure grain alcohol) seem to be popular options to do that with.
VG can be purchased in most drugstores (CVS, RiteAid, Walmart).
You want to make certain you are getting USP grade (it will be marked as such).

Thank you! I'll pick up some VG & distilled water at WalMart. I can't believe how easy it is to make your own. I don't understand why anyone pays the $$ for those small bottles of e-juice sold online. (Well, since I'm going nicotine free I suppose that's mainly why it will be so inexpensive for me to do.) It's an experiment to see if I really need the nicotine anymore.

Make the base from 80% VG and 20% distilled water. This will be about the same consistency as premixed liquid.
The amount of flavoring varies greatly, as do people's preferences. You can start with 10% with most of the fruit flavors. Coffee, spices and mint tend to be stronger, so start with less.
To make a menthol without tobacco flavor you would simply mix up your nicotine and PG to the level you want and add menthol drops until the flavor is as intense as you want. You do need to test as you add drops. It is easy to over do it!
LOL - If you want to add tobacco flavor I suggest you try FlavourArt flavorings. It only takes one or two drops for 6 ml. Very economical! I get mine from Happy Vaper.
