Yes, all you need is VG or PG (propylene glycol).
You would add your own flavoring to that. You will probably have to thin the VG out a bit as it might be too thick on it's own. Distilled water and/or PGA (pure grain alcohol) seem to be popular options to do that with.

VG can be purchased in most drugstores (CVS, RiteAid, Walmart).
You want to make certain you are getting USP grade (it will be marked as such).

It can also be ordered from various vendors on this site.
The two that come to mind are:

Thank you! I'll pick up some VG & distilled water at WalMart. I can't believe how easy it is to make your own. I don't understand why anyone pays the $$ for those small bottles of e-juice sold online. (Well, since I'm going nicotine free I suppose that's mainly why it will be so inexpensive for me to do.) It's an experiment to see if I really need the nicotine anymore.

Oh, does anyone happen to know the correct ratio to use for VG, distilled water, & flavoring?

The only problem with using Flavourart tobacco flavors is choosing which to vape! Everyone has different tastes, and the wide selection makes it more likely to find a flavor you like. At about $3 US per flavor, it's cheap enough to buy them all and try them all!

LOL - That is my normal recommendation! They aren't expensive and they do go a long, long way. Buy them all and see what works best for you!
