Is there a down side to using a non-IMR 18350 1500mah battery as apposed to an IMR 1200mah??
What 18350 battery are you looking at that has 1200 - 1500 Mah ?
The highest 18350 IMR battery I have ever seen is 800 mAh.
Demonfire doesn't make batteries, they rewrap other manufacturers batteries.I found 1200mah IMR 18350 on Amazon. Hopefully they are for real.

So you are saying these are false advertising? What about EFest batteries. They claim these are a 3100 mah 18650 20A

Efest does not have a good reputation regarding their ratings. The only one of theirs I have tested so far is the Efest Purple 40A 2100mAh. And that turned out to be a 20A battery.
