I usually go 30 or under on my Aromamizer, Triton, and Atlantis. When I build my Kangertech Subtank mini I usually run around 15w.
Flavor wise? IMO this is the order they go for flavor over clouds. Aromamizer, Subtank Mini, Atlantis, Triton (Dislike Triton honestly too dry for me)
For clouds? Aromamizer, Triton, Atlantis, Subtank Mini.

We all will chime in differently, but this is how they work for me and the ranges/gear I use.

I think the Isub G is one of the better tanks at low watts. Vape it at 22 watts and get great clouds and flavor. Two months and still on original coil. I just take out cotton, dryburn and install new cotton every couple weeks. Tank can be bought under $30. CHEERS!

Holly smokes my two Tritons wont even fire up under 40 watts. But I have never used the 1.8 coils that came with it. CHEERS!

The highest I go on any of my batteries is 7.5 watts. I run 1.8 coils in all my toppers. My toppers consist of mini-davide. evod glass, mini trophy and SMOKtech ARO tanks (the aro's are the only ones that aren't glass). I get all the vapor and flavor I need from these set-ups. At times I actually have to wave the vapor away to see my computer screen.

OP ....

Are you looking for a rebuildable tank atty (RTA) or an atty with replaceable pre-made coil heads?

For an RTA, I would suggest a Lemo 2. Get some Kanthal 27 gauge wire and a make a single 1.2 ohm coil (will need about 7 wraps) ... Then feed this coil about 13 to 15 watts.

For an atty with a replaceable coil head, I would suggest a Kanger Subtank (I use a Subtank Nano) and buy the Kanger Subtank 1.2 ohm coil heads ... Feed this coil head about 13 to 15 watts.

[Disclaimer]: The 13 to 15 watts into a 1.2 ohm coil is for us 'mouth to lung' vapers that use a slightly restrictive airflow .... If you a direct lung inhaler using a massive amount of airflow, obviously you will need greater than the 15 watts I mentioned above.

CE3.... its best for low wattages, if you go over 5W it will toast the wick :)
I actually still use my CE3's from time to time. I think they are an overlooked little jewel. I get a cleaner flavor from them than from any of my other toppers. The only thing that keeps me from using them all the time is that they have to be filled with a needle and they would be very hard, if not impossible, to rebuild. They are perfect for a fixed voltage ego type battery but if used on a VV battery it has to be turned down low.

My current favorites are the Lemo2 and TSV4. I currently have ~1.8ohm SS430 builds in both my Lemo2's - I drive them with 15-20W in TC mode. On my TSV4's I have ~0.9ohm SS430 builds installed. These I run anywhere from 15-25W in TC mode.

On ether tank if I want more vapor I just raise the temperature setting. Oddly I keep the air flow on the Lemo2's at about 1/2 open and the TSV4's wide open (they seem to 'whistle' when closed off any).

Currently have +46,000J use on my dual 18650 (LG HG2's) 350J Boxer in "Eco" mode with one of the above TSV4's mounted.

8-15W I'd use an Aspire K1 or Nautilus Mini.

This sounds like me started smoking in 1969 and just gave it up 2 years ago after discovering -Vaping----I am still fascinated by how much flavor and vapor I can get out of low

wattages 7 --10 and small guage coils like 32 and two mm shaft to wrap on.........just sayin I don't need a --"bazzilion watts to enjoy this stuff....

---thinner wire---- less watts----less extreme heat------ seems to give the same result as "Twisted Coat Hanger" at 250 volts......hahahahah
