I do not know anything about your area, but if you stock up on nicotine, the PG and VG are easy to find, even if every vape shop closes.

The VG can often be bought at CVS, Walgreen's, and even Wal-Mart (usually near band-aids at Wal-Mart)

Nicotine River is a great diy shop located in Thousand Oaks California. Don't know how close that is, but they are very reliable, great source for nicotine and everything else, they have their own brand called PurNic which is reasonably priced and decent quality, also sell other brands of nic.
OH, If he lives within driving distance of Nicotine River, I highly recommend. I buy all of my Nic, PG, VG, and even some flavors from them. I have to mail order so I didn't realize where they were located.
Yeah I was going to say Nicotine River as well. Their nic is great. Not the least pricy but good I also have 2.5 gallons of their VG did not realize it would arrive in ONE giant vat (I could barely lift it) but otherwise, no complaints. Decent flavor selection ,etc.
