The author of that blog is talking about the FDA regulating e-cigarettes under the Family Smoking Prevention and Tobacco Control Act ("Tobacco Control Act") by 1) first issuing a regulation that deems e-cigarettes to be regulated under the act and then 2) after e-cigarettes are officially covered, issues rules and regulations about the manufacture and sale of the products.

What has changed, however, is that Dr. Lawrence Deyton, who signed the letter to stakeholders, is no longer directing the Center for Tobacco Products. That role has been assumed by Mitch Zeller. Nobody is completely sure what his stance will be, but at first glance he appears to be more open to the concept of Tobacco Harm Reduction (THR) than Deyton was.
BTW: Concerning that blog, I'm not crazy about his or her terminology, "vapor smoking." Vapor is not smoke. The term for the practice of inhaling and exhaling vapor is "vaping." I also cringe when I read, "E-cigarette smoking" or "Smoking an e-cigarette." I switched to an e-cig to get away from smoke.
