it's called money laundering, in case you wonder why the powers that be do not make it easy to make pay-pal payments under certain conditions. these regulations can include payments to legitimate , and or overseas merchants. take it from a former white collar criminal. the abuses that can take place are staggering. money can be diverted to be put in the hands of people who really don't care if you smoke. annoying as some of the restrictions out there are, we all need them in place to possibly prevent another possibly even worse tragedy of justice. i hear you though. sometimes it feels like herding cat's trying to get people paid off even when your intentions are noble.
