Carto's get clogged over time. I use boba's 100% VG juice in a 3.5ml tank and I clog a carto in less than 4 days with that.

They can also get overfull if you drag too hard or if you add too many drops to the top... this can cause hot liquid to come out with heavy drags which gives an interesting burning sensation on the tongue.

On the carto burning, I have found that I can immediately burn a fresh carto if I don't fill it carefully to begin with... so I intentionally overfill the first time until it drips out the bottom just to be sure.

Thanks for the replies, people. It seems like the general conclusion is that the cartridges and cartomizers should be refilled before burnout, if possible, since a burnt carto is lost, And that the use of a CartoTank would make this easier to manage.
Additional questions:
Do the Tanks ever over-soak, then leak towards battery?
Can burnt cartomizers be saved, perhaps via removal/refitting or washing the filler material?

Yes, they can leak. Depending on which you get, some are more prone to leaking than others. Check out the Phoenix from gotvapes. It is the size and shape of a cartomizer, no filler, produces a great vape, you can see the juice level and it doesn't leak. They are also very inexpensive.

I don't think you've flooded the cartos, I 've experienced the same hard draw problem with Boge LR's and for sure I was not flooding them.

I think that after a while (especially with powerful draws and high voltages) the Boge's filling tend to become more (too) compact. little to do then, other than trying out pbusardo's recipe: boil them clean!

on the other hand, nothing else for me works as good and hassle-free as the Boge LR's... so I've leanred to live with their (few) quirks, and replace them as needed. if anything, they're pretty cheap to buy ;)

I have recently experienced the burnt taste and smell from my boge cartomizers, so I then started to try and keep them saturated. The last 2 have become hard to draw on, maybe flooded them? Will definitely be ordering a clearomizer and/or a fluxomizer very soon!
