A leader in enforcing New York’s Clean Indoor Air Act, the Cattaraugus County Health Department is turning its sights to electronic cigarettes.



Dr. Kevin Watkins, Cattaraugus County public health director, recommended to the Board of Health Wednesday that they consider regulating the electronic cigarettes, which are not covered under the Clean Indoor Air Act. He also asked that herbal cigarettes be covered.


Dr. Watkins said the issues could be addressed at the same time Health Department officials are updating the county’s Sanitary Code.

Argh... I live in Catt Co... gonna have to go visit Dr. Watkins and show him the error of his ways (in a completely civil and non-violent way, of course).

The poor man is probably going through the agony of uncontrollable depression, anger, and anxiety, due to lack of nicotine. He certainly sounds hostile, anyway. Perhaps an e-cig or some snus would help him to chill out. (Do they still use that expression, "chill out"? I first heard it in the 1960s.)

It's one of my favorite expressions Elaine! I say, "Chill out, Babe" to my husband pretty much any time he drives us somewhere. Poor guy gets serious road rage. :)
 
BE IT ENACTED by the County Legislature of the County of Cattaraugus as
follows:
SECTION 1. Legislative Intent: The Legislature hereby finds and determines that new,
unregulated high-tech smoking devices, commonly referred to as electronic cigarettes or
e-cigarettes, have recently been made available to consumers. To “smoke” e-cigarettes,
users inhale vaporized liquid nicotine created by heat through an electronic ignition
system. The vapors are expelled through a cartridge that usually contains a concentration
of pure nicotine. The cartridge and ignition system are housed in a device created to
look like a traditional cigarette, cigar or pipe. After inhaling, the user then exhales
the heated vapors producing a “cloud” of undetermined substances that is virtually
indistinguishable from cigarettes, cigars and pipes.

What exactly is undetermined about the vapor produced from less than a teaspoon of flavored glycerine from a low wattage fog machine?? Considering the safety record of concert and theatrical fog machines that have run liters of the same "fog juice" per hour through a 1800 Watt atomizer for every day fo, what harm can possibly be expected to come from a 3-15W atomizer? Even adding the known risks of remaining addicted to continued nicotine consumption, has anyone identified any risks more serious than the possibility of a nasty bit of vomiting from accidentally (because no one who is not suicidal would ever intentionally) swallow cartridge or e-liquid containing generally less than a teaspoon of propylene glycol and a user-selectable, single-digit percentage of nicotine??

The only thing is "undetermined" is whether swallowing the 1.4 liters of 1.6% nicotine it would take to be exposed to the amount of nitrosamines in a single Marlboro cigarette could cause the absorption of a fatal dose of nicotine before it is expelled by mild to severe vomiting. ...Its hard to find volunteers for that sort of clinical study. :facepalm:

Seriously, is there any reason to believe that using an e-cigarette is any more dangerous than what you breathe every day on a busy streets or enclosed public spaces?? ...There IS evidence that propylene glycol vapor is a safe and effective germicidal air sanitizer.

I understand why some people think its bad to continue using recreational nicotine or tobacco products even if they can do it without lighting it on fire and inhaling smoke hundreds of times a day, but even if they're just lighting tobacco on fire and inhaling smoke a little less or (quite possibly) never again?? isn't that a net win for everybody (except those who rely on funding from pharmaceuticals used to treat smoking and related diseases)???

Either the nicotine content can vary, or the cartridge contains 100% nicotine. Sure glad they did their research before writing their "Findings". <- sarcasm

After inhaling, the user then exhales the heated vapors producing a “cloud” of undetermined substances that is virtually indistinguishable from cigarettes, cigars and pipes.

Oh really? Perhaps at VaperCon we can make a video of someone smoking a real cigarette and have the narrator point out the smoke coming off the lit end of the cigarette, even when nobody is inhaling from it, the way the smoke lingers for quite a while. Then show someone using a model that doesn't look like a cigarette (e.g., Chuck or eGo), point out that there is no smoke coming from the tip, and then show the way the vapor disappates very quickly. Maybe have the two stand side by side an inhale for 3 seconds and then exhale for 3 seconds and compare the behavior of the smoke to the vapor. We could also do blow the smoke or vapor into a tissue trick and show the results to the camera.​

Not just that, but at least indoors smoke... rises. Vapor... falls (outside the wind grabs its and does whatever it wants with it).

And I discovered something vaping this summer in the extreme heat/humidity... this "heated vapor" is actually cool to the skin. Take a big pull and blow out a cloud (easy @ 12.7 on a darwin) then walk through it so its surrounding your face. It feels cool... not hot.

I've been a stage hand, studio operator, promoter, guest attendant, and assistant director at various concerts and theatrical products that have used large quantities of propylene glycol and/or glycerine vapor. At all of these events, regardless of how thick the vapor ever gets...People can still tell if someone lights a cigarette.

Fun anecdote, there was one time that I was the person in charge of operating the fog machine at a concert for Christian Hip Hop artist T-bone. This was the very first public event in a brand new auditorium and there was some concern that the fog machine might trigger the particulate detector smoke alarm system in the new building, so I ended up being the ONLY person backstage with a radio to facilitate communications between the mullet-wearing Christian Rocker running the sound and the Anton LeVey following drama teacher operating the lights--Fun Times! :lol: ...We used at least a half-gallon of "juice" that night but never set off the alarm and as far as I know, nobody got cancer or anything! :vapor:

I sure am glad that I don't use one of them there E Cigarettes that they're trying to ban. I got me one of those them there personal vaporizers that looks like a screwdriver that I use as a personal anti-bacteria device.
