For under $30 you can buy an Efest LUC 4 charger. It does .5A, 1A, and 2A charging. It can do 1A on four bays at once. It's been my workhorse charger for years. It also comes in a two bay config for less money.
1A is a good charge rate and Mooch says 2A charging won't hurt most batteries, but 1A is better for battery longevity. Here's a charge rate table from Mooch.
