The article is right about the ban on smoking in public places being flouted. The vast majority of people here in China are unaware of any such ban. I even know police officers who have never heard of it.

In a country where about 80% of men are smokers, and most cigarette companies are government owned, the ban is ridiculous.

From what I read, the legislation includes nothing about how it should be policed or how offenders would be punished. I'm sure this only came about to shut up the busy-bodies at the WHO.
