The Utah House Business and Labor Committee on Friday voted 10-4 against a
bill (HB 170) to ban the sales of most flavored smoke-free tobacco products,
which included smokeless tobacco and electronic cigarettes. The bill also
required that e-cigarette sales be made face-to-face.

Opponents of the bill said its passage would have been devastating for Utah's
former smokers who have switched to smoke-free alternatives, since these
consumers depend on the Internet for access to a variety of products,
including flavors that often make the products more appealing than
traditional cigarettes.

Among the staunchest opponents of the bill was the Consumer Advocates for
Smokefree Alternatives Association (CASAA), a national volunteer organization....

Actually, e-cigarettes were pretty much removed from the proposed bill prior to the vote. What was still on the table was banning flavored smokeless tobacco products like snus, lozenges, sticks and strips. But a ban like that would have eventually banned non-tobacco flavors for e-cigarettes, as well, should the FDA classify them as tobacco products.

I thought that it was still banning flavors for e-cigs. Did Ray have ANOTHER substitution?

I thought e-cig flavors were still in there, but I think that's the way Ron explained it to me this afternoon. It got confusing because of that last substitution that was handed in just before testimony and I never got to see it - so I could be slightly off!

The substitute bill I saw prohibited flavors for e-cigs and still required face-to-face sales.

Who knows. Whatever the bill was, though, it was a mess, and the Committee was right to refuse to give it a favorable recommendation.

Yeah, the final one eliminated the face-to-face sales requirement, as well. So there was one after the one we saw.
