I think the biggest stumbling block to a large number of entrants is the fact it's a photoshop contest. Quite a few of the "regular" contesters don't do image manipulation contests. Personally I think if they can explain their idea well enough with words, the actually photo work can be done by someone else (I know I've done that for people in the past).
Another item that I think is likely hurting entrants is the deadline. A lot of people tend to wait until close to the end (I don't know if it's because they don't want their ideas seen too early or what) and if there's not a clearly defined end date, people are put off. You have an end date but IMHO it was too far off at the start (it's easy to procrastinate and then forget).
The only other thing I can think of is that there's been a few photoshop contests recently that nobody ever won (off the top of my head I can think of 2 different ones). The vendor I guess wasn't happy with the entrants and rather than publicly say that they just forget it and ignore people's questioning posts.

Thread" which normally draws people to contests, but maybe it couldn't overcome the other items?
But all those reasons pale in comparison to my winning entry disuading people from even trying! It's understandable, who wants their hard work to look like trash next to my masterpiece?
