Can some experienced DIYer tell me the ratio of flavoring to unflavored juice? I'm a newbie at DIYing and don't quite know how much flavoring to put in the unflavored liquid to make 15ml juice.
It totally depends on what flavor you are using and who makes it. There are a number of threats that relate to specific vendors of juice flavors which list percentages others have found acceptable.

As said above you need to tell us what flavoring brand you're using. For a general purpose try starting between 5-10% flavoring if using a fruit flavor. Tobaccos are usually more in the 1-3% range
With FlavourArt, I've used as little as .025%, up to 5%. Others, I've used up to 10% Here's a spreadsheet with different vendor %s, but it's usually best to start low. Click on the vendor names at the top, it'll switch to show their percentages.
So for a 50/50 (PG/VG mix) @ 30 ML I would do 25.5 ML of pre base and 4.5 ML of flavoring? (assuming 15%)
Some of the juice I buy locally sells me 25%/75% PG/VG mix and gives me 10ML of flavoring when I order a 50/50 mix of something. So I am assuming if I had 20/80 PG/VG juice and add 10 ML of flavoring I would be achieving the same thing?
