Yesh but that is if you have nic in your base juice. VG is more for vapor production. The higher % the VG you have in your juice the more Vapor there will be.
PG is a better carrier/base for flavours. It adds a 'lil throathit to the juice.
Real TH comes from the nic.I.e. No nic, no TH.
VG produce the vapor. More vg more vapor... But vg can gunk up your wick/coil.
There are people who do 100% vg, there's nothing you can or cannot do. Just a matter of preference and learning process.
How long does steeping normally take.. I mix 4ml of vg 4ml of pg and 1ml of flavour.. Am i ok with just that..?
Really depends on your flavor and personal preference. That would make it a 44/56 with 11% flavoring. I personally go at least 15% flavor as high as 30%. Some find that too strong.
Go download the "e-juice calculator" from breakthru software. Its free and there are various recipes inside.
I would usually got for 20% on normal flavors and for tobacco flavor from what I read is about 2%. Make sure your calculation is right, there are many FREE ejuice calculators out there for you to download and use.

There's a shop under my block that sells saloon equiptments, but havn't got the chance to go see see look look.

Just don't buy the one that is too small. I see on those deals are usually 600-750ml which is really very small
Questions whats the different between oil n flavour.. Can i use oils too for the flavour..
To vape pure oil is to murder your PVs (not to mention your lungs as well).
I suppose you can flavour pg/vg with it though... whether it will bond together, it's another question....
