IIRC, what they proposed was to require certain information, primarily an accurate description of the contents, plus a "nicotine warning". Most food products subject to similar labeling regulations accomplish this in a few square inches, and cigarette packs do it with the required warning on one side panel. Heck, the FDA now seems to have given up trying to micro-manage cigarette pack labels, logos, and so on.
Just temporarily. They noticed that they need to refine and extend their regulations or they'll lose the lawsuits.
That is Kinda how I understand it.
Standardized Info similar to the way Nutritional Values and Ingredients are displayed on Package Food.
I haven't tried the juice in the OP yet, though it seems like a flavor that I might like, so I'll try it out the next time that I get a chance.
Having said that, I actually like the old label better. The juice is called Mr. Cookie after all. I don't see what's wrong with having a picture of Mr. Cookie on the label. vaping is not for minors, and it's the responsibility of adults to keep such items out of the hands of minors, the same goes for alcohol, drugs and countless other things.
The old label with the cookies was more descriptive and representative of the juice flavor, while the new one is more anonymous and bland. If I saw it on a store shelf, I wouldn't immediately know that it was a cookie flavor. Maybe they should now change the name from Mr. Cookie to Mr. Adult, to go along with the new label.
Meanwhile, while I'm typing this, there are countless alcohol ads running on television, with the consequences being that people are dying every single day from alcohol, drunk driving etc. I honestly can not be bothered by a bottle of e juice that is called Mr. Cookie and has a picture of a cookie face on it. I can think of at least a million things that are more important to me.
E juice is all about different flavors and variety. Right next to me on my table, I see a bottle of the O.B., and it looks like a picture of some woman holding two guns, and that doesn't bother me in the least either. Some e juice flavors are candy, some are dessert, some are tobacco. I have no problems with vendors advertising their juice and making whatever labels they please.

Yeah, the owner came by and updated us that they changed the labels a long time ago. I might have to give them a try next time I need juice.

There Comes a Point where I say Let them.
Because when a Reasonable Person takes a Reasonable Action under a Reasonable Circumstance, needing to do anything More is Unreasonable.
The OEM has Changed their Label to something that the Average Person would consider Very Reasonable for a Product to be Sold to Adults.
I will fight for a OEM who has this type of Label but wants to use the Flavor Name "Mr. Cookie".

There's nothing wrong with that bottle. There's also nothing that would make me choose it over any other bottle on a shelf in a B&M. I also Believe that Halo plans to make the Transition from Non-Regulated to Regulated e-Liquids. Or at least the Last Time I heard anything they Were.
Voluntary Compliance with Simple Packaging now isn't going to hurt a Company when they go to thru an FDA Approval Process later.

yes there is. Congress has deemed e-cigarettes and all the components and
liquids a tobacco product and as such be regulated as a tobacco product.
in the federal governments eyes we are tobacco users.
