I use a needle file for enlarging air holes. Like one of these:

I'm able to enlarge the holes very gradually so I can avoid going too big.

I recommend a small vice to hold the cap as the safest method. As far as drill bits go as long as it's a decent bit it should bore the hole just fine for you in a cordless drill from around the house.

Agreed. Vice + Drill is really the way to go.

Would also add: Keep the speed of the drill low, high spin tends to polish instead of cut. USE OIL! A drop on the tip of the bit does wonders.

I disagree with the vise recommendation. I have a machine shop for building rifles, and access to anything I don't have- so I could choose pretty much any method including a mill w/ DRO. The tanks I've drilled, I still opted to drill by hand - tank in one hand and cordless drill in the other.

The material you are drilling is soft, thin, and the holes are small. If you try to set this up in a vise, and you are off by even just a little bit, you run the risk of getting off-center and breaking your drill bit.

Because the hole is so small and the material is so thin, you can do a better job of "floating" the drill to center. The last couple I did, I left the drill standing on its battery and pulled the trigger with on hand, and just guided the tank onto the spinning drill bit. Took all of three seconds to open the hole up. It would've taken me long to grab it in a vise, let alone center it up.

I used my grandfathers drill press. Used a regular drill bit to the size I thought was right and held it with my hand. As long as you are being carefull and know your way with tools then it will be fine. If using a drill or a drill press use a... Sawing motion when drilling through it. Like if you were trying to slowly saw a board. If you need more info just ask :)
