That all depends on the goal of the endgame, doesn't it?

If the goal is to reduce the toll of disease and death from smoking, then maintained nicotine addiction does not interfere with the goal, as long as the delivery mechanism isn't smoke.

If the goal is to eliminate all use of tobacco and nicotine world-wide, then yes, the endgame is hindered. But if that's the case, how likely is that particular goal to be successful if e-cigarettes are stamped out? Name one drug whose use has ever been eliminated world-wide.

Anecdotal but actual. I attended my nephews graduation and ask him if any one at the high school used ecigarettes. He said not many but some - the ecigarettes are easier to hide than smoking. Then added, they use stuff that doesn't have any nicotine in it. I told him about no-nic eliquid. Yeah, that's what they use. They like the experience but don't want to get addicted.
