E-liquid?

I Live in Mexico and had a friend bring down some EC Blend & Backwoods Brew. Found out Liquid Nicotine is Illegal here.
I have let them sit for 2 weeks and they still have perfume or no flavor. Using new carto's on twist and bolt.
Any Ideas I shake them couple times a day, left them lidless for 24 hours.

lidless for another day or two I'd suggest, let more of the flavors mix and alcohol(s) or whatever evaporate. Shake daily. Maybe even try the warm water bath technique.
