Yes, the only requirement is that you are logged into the forums. Once logged in you will see the link at the top of the forums labelled "Live Chat". No post count necessary.

Click on the forum suppliers link at the top of the page or check out the suppliers forum section. There is also a section Reviews of Suppliers
