Without the source and context of the statement it is difficult to put it into perspective.

However, mg/ml is mg/ml.
12mg/ml freebase is equal to 12mg/ml salt based.
Depending on the device you are using, you should choose an appropriate level of nicotine, salt or freebase.
PG may increase the throat hit, if needed, and also tends to carry flavor better.
As always, harsh is subjective.
I vape 25mg/ml 70%VG freebase in pod devices and throat hit is still unfortunately mild.
