I never dry burn, can't get that burned taste out until after a tank or so. Much easier to just replace and go. I use SS40 already with TC and it works way better tan 316L, at least for me. Ti could be dry burned if it's done carefully and you don't take it to brighter shades of red, say a 25 using the "Fifty Shades of Grey" scale. The trick being not to over oxidize the surface.
