it is just looking for proxies. sometimes your isp is a proxy itself without you knowing, like AOL.
They may be checking for known spammers. The bulletin Boards I run automatically check ip addresses against spam lists.it could be a proxy and cookie check, more then likely.

cookie is set to make sure you can't vote over and over again.
Traver posted a link to FDA's public input forum inviting comments. I checked it out, there was only 1 comment there last night when I left my comment. I guess that means they have room for A LOT more comments.
