In an interview with AP reporter Michael Felberbaum, former FDA Commissioner David Kessler acknowledged the health benefits for cigarette smokers who switch to smokeless, dissolvables and/or e-cigarettes.
"Shifting to abstaining is a much better shift than shifting from one nicotine product to another, but there's no doubt that in terms of risk of death there are some advantages to that substitution."

Kessler also stated that the profit motive "obscures some of the science", but he failed to acknowledge that abstinence-only tobacco prohibition idealogues have grossly obscured lots of the science.
