The White Paper (incorrectly) notes on one page that San Francisco has banned e-cigarette use, and then a couple pages later (accurately) states that a government health group in San Francisco recommended that e-cigarettes be banned.

After Regina Carlson (whose primary focussed on reducing indoor tobacco smoke pollution) founded and ran NJ Group Against Smoke Pollution for more than 25 years and retired in 2008, Karen Blumenfeld took over changed the name of the organization to Global Advisors on Smokefree Policy. And unlike Regina, Karen is a tobacco/nicotine prohibitionist.

While Regina had several staffers, an active board, and thousands of members/volunteers/supporters, I believe that Karen is running the organization on her own (in addition to her law practice).
