It's by a company called Petstages (their "Orka" line, in the photo it's their "Tire" product). We have a few of their products and they're durable as all get out! Over the years we've tried everything, fire hoses, so-called indestructable chew toys, etc. and have found only 2 brands withstand the chewing; Orka and Kong products.
Most of the Orka stuff is designed to hold treats (because chewing on just rubber isn't as fun!) but sometimes he'll play with them empty. The Tire has a slot along the inside so that you can put treats (peanut butter is great but can be messy!). He especially likes the "Jack" one and loves to drop it down the stairs and chase after it!

The Kong line of toys is also very sturdy stuff but for whatever reason he won't touch them without treats. The Orka rubber is more supple then Kong's and for some reason he likes chewing on it even when treat free.
FWIW, we have Orka's "Tire", "Jack", an older version of the "Pine Cone" where the rope has long since been destroyed but the "cone" is still intact and he loves it, and we have 2 of the "Tennis Balls".
Beware, we also have tried some of Petstages "Interactive" toys and they don't hold up.
