Hmm..not sure..obviously the med students, perhaps bio-chemical engineering and chemistry students would have an interest too. But, I would go in and TALK to the University first and go from there..they'll let you know the best way to proceed, if you CAN proceed at all..it might have to come from a corporation, there might be compensation paid to the school, etc., etc..
The appropriate graduate student to approach would be a person seeking a doctoral thesis/dissertation topic in either Pharmacology, Pharmaceutics, or Toxicology. I have already been asked to assist(and have) in this regard(from others on different forums) being a graduate of an accredited University of Pharmacy that also has a well respected post graduate Pharm/Tox and Pharmaceutics program. I have not heard back regarding the success of this effort. The problem is funding. The entity requesting research assitance from the graduate student's doctoral dissertation will have to, at least, partially fund the research which can be quite expensive. The dissertation topic would also have to be approved by the grad student's department head as a pertinent addition to the existing research in the department's scientific discipline; this would also be a challenging hurdle as e-cigarettes are not currently viewed in a positive light or as holding significant clinical or intrinsic merit by the American Pharmacological establishment. Sad but, unfortunately, true.
Thank you for the information! I was aware of the role of grants/funding for studies by faculty. ... but was not aware it was so extensive in graduate studies. Are there still universities embroiled in tobacco studies?
And in your opinion, would our plight with the FDA, etc. perhaps be of interest to journalism students? The e-cig cottage-industry aspect to marketing/business students? Or, obviously, PV use of interest to those investigating addiction? Etcetera ...

Yes, I knew a grad student who was studing Beta-Endorphin/Kappa opiate receptor research which was partially funded by a major pharmaceutical company as they had an interest in the field. Sometimes Fed govn't grants are given to assist the research and, of course, the University itself partially funds such research. Private grant money is given all the time to help defer the cost of graduate student research. Many grad students apply for well known industry/govn't/private grants which are yearly rewarded. At my Alma Mater there is a plaque in the pharm/tox building foyer listing the yearly recepients of the various available industry/govn't/private trust grants(most from the major pharmaceutical companies) awarded for graduate research.

All are possibilities. In my opinion, the "addictions" aspect may be a good start. NIDA(National Institute on Drug Abuse) probably got some government "stimulus money" available for research grant giveaways. Try here:
