Dekang is probably the most consistent and certainly most widely available Chinese liquid. As far as pre-mixed liquids, I consider them a competent manufacturer.

As far as the best, I'll step back from that one... The "high-end" liquid market is still quite young and there is a lot of room for juice-makers to step up and meet the demand.

I mix my own, but I don't typically like to have pure nicotine around (though I currently do have some), so I usually buy nicotine/PG concentrates.

I like to buy from Chris at myfreedomsmokes.com and Levy's xtremevaping.com also impresses me.

If absolute purity was my determining criterion, I'd go with TW Platinum Ice. It's made from certified pharma grade nicotine, but the price is naturally very high compared to others.
