Commentary: Well most of the APV's and mechanicals are very solidly built. Since the Provari isn't an option you could consider a VAMO. They're chrome, and quite sturdy. Pair it with a pyrex cartomizer tank and you should have a reasonably sturdy setup for about $40-50 for the tube, about $30 for the tank and maybe $20 for a Nitecore i2 charger if you don't have one already, plus some good batteries that should run you about $8-10 a pop. I own a VAMO and I'm quite pleased with it, but if you're using it on a construction site you may also want to invest in a textured wrap, as most of these mods have a smooth finish which does make them a little easier to slip through a hand.

Or you could go with the even more durable mechanicals like the Silver Bullet or metal BOLT or SmokTech Natural. They can take a beating and keep on plugging, since there is no circuitry in them to be damaged from drops or whatever. The vape is slightly different from a regulated mod like the VAMO or Provari, but you should be able to find a pretty reasonable price on something like the BOLT.

As far as tanks go, IBTanked pyrex tanks have had good reviews as well as Phiniacs, as two suggestions. If you really like the clearomizers over the carto tanks (not sure what you've tried) the Kanger ProTank is pretty solidly built from what I've seen and has had generally good reviews. It's pyrex and stainless steel I believe.

Good suggestion on the Vamo. I've dropped mine a dozen times and it's still working fine which actually surprised me. Plus it's VW and only costs $40 since the OP is concerned about cost.

Alright everyone i need a reccomendation. I am soon going to be starting a construction job, wearing bags, helmet, glasses the whole nine yards. I am currently installing insulation which isnt as hard so i have been using a KTS and a CE5. I am just getting sick of the CE5 gurgling all the time and im worried that this setup wont last on a real construction job. Does anyone have a recomendation on a setup that is very heavy duty. No provari please i do not have the budget for it and i dont really like it. Thanks
Use mechanical mods ... always have a number of clearos, cartos, RBAs, etc. around in case 1 of them conks out. You can't beat a good mechanical to take a punch.

Billet box would suit your environment well, everything is contained inside the mod including the tank. Maybe a REO or vmod as another option. Bolt or silver bullet also great options if you prefer tube mods.

Except he's on a pretty tight budget. Considering a Billet Box costs TWICE AS MUCH as a Provari (if you can even get one), I wouldn't even count it as a viable option for the OP. The Billet is great mod, but it IS expensive, and they are VERY difficult to get because they are hand-made by a one-man-shop in very limited quantities.

The REO is very rugged. I have friend in VA who is a commercial trucker, and he has not only dropped his REO out of his rig (a good 6 ft fall onto pavemnt) with no damage, he has literally RUN OVER IT with his rig. But at close to $200, the REO probably isn't in the running for the OP either.

The vmod might be something he could look into. They are well under $100, made of metal, relatively rugged, and you can get replacemnt cases in a variety of cool finishes, colors and patterns...

I have literally dropped my smok natural plus aga-t2 combo(polycarbonate tank) from over ten feet on to concrete 4 times now. Highest was about 17 feet. It just chips the concrete. Pick it up, dust off, vape :D i once also drunkenly used it as a hammer. It worked but i destroyed my 18650. I would not recommend repeating that experiment!
If you arent keen on rebuildables, id say a vv nova with metal tank wont steer you wrong!
