Nope, this is the one, the old case. After about 2 years than they charge them and close it.

2 years back the law n regulation not firm up yet and they can find enough concrete reasons to charge them, so after 2 years, they firm up the law and publicise till almost everyone knows it is illegal, then charge to confirm win the case.
