So how close is the filler supposed to be to the top of the cartridge?
Below the top or even with cart top?

That depends on the model and how the bridge sticks up. On my 510, I liked having the filler about 1 mm above the mouth of the cart. Sort of wrapped around the bridge better. You want it so that after you vape a while, the filler looks like the bridge indentation can be seen in the filler, like a little bowl. But to each their own with this...try different heights and chose what works for you.

Kurt's answer is right-on (no surprise).

And there is also an alternative solution: Throw out the filler and just drip directly on the atty. Way back a long time ago when I used carts, I was topping off and fiddling with the cart (with less effective results) as often as I now drip.

And, when dripping is inconvenient (e.g., while driving), you can use cartomizers: 510 cartos for the Joye 510 and eGO/Tornado and Kr8 cartos for the Kr8 or any other model with an adapter.
